      Why insulate your home?

      A lot more people are aware of the fact that better insulation helps keep your house warm, should cut down on your fuel bills and helps towards the need to cut carbon emissions. The Government has committed to reducing the country’s carbon emissions and is incentivising homeowners and utility providers to achieve these reduction targets.

      Any new and self-built houses will have to comply with the latest Building Regulations. There is a focus on Sustainable Construction and use of the latest building products. New houses are much better insulated than most existing houses, people are more aware of Renewable Energy Sources and realise they go hand in hand with good insulation. This has encouraged the Government to improve insulation in old houses.

      The HHCRO Scheme

      The Affordable Warmth Obligation is also known as the Home Heat Cost Reduction Obligation (HHCRO). As well as helping vulnerable people reduce their fuel consumption, it provides free loft and cavity wall insulation grants to private homeowners and landlords with qualifying tenants in Scotland, England, and Wales.

      ECO1, ECO2, ECO2t, ECO3 & ECO4

      ECO1 – The first phase of the Energy Company Obligation (ECO), known as ECO1, ran from January 2013 to March 2015. This placed obligations on larger energy suppliers to deliver energy efficiency measures to domestic premises in Great Britain.

      ECO2 – The next obligation period, known as ECO2, launched on 1 April 2015 and ended on 31 March 2017. Suppliers were required to achieve the following cost and carbon savings – 19.7 Mt CO2 under CERO, 6 Mt CO2 under CSCO, and £6.46 billion under HHCRO.

      ECO3 – ECO3 policy was entirely formed from one obligation, the Home Heating Cost Reduction Obligation (HHCRO). Under HHCRO, obligated suppliers would have mainly promote measures that improve the ability of low income, fuel poor, and vulnerable households to heat their homes. This included actions that result in heating savings, such as the replacement of a broken heating system or the upgrade of an inefficient heating system. The ECO3 Order commenced on 3 December 2018 and ran until 31 March 2022.

      ECO4 – The government’s response to the Energy Company Obligation (ECO4) consultation sets out the policy of the scheme from April 2022 until March 2026. The scheme, worth £4 billion, delivers energy efficiency and heating measures to homes in Great Britain:

      • 10% of ECO3 delivery may be carried over into ECO4, subject to certain measure exclusions
      • to support supply chain delivery, between 1 April 2022 and 30 June 2022, measures may be installed to ECO3 rules, subject to certain measure exclusions
      • early delivery of ECO4 measures during any gap between ECO regulations will be allowed
      • carry-under will not be implemented

      The ECO4 scheme’s other main policies include:

      • supporting households on the lowest incomes. Households in receipt of means tested benefits will be eligible. Up to 50% of the obligation target can be met under the reformed ECO4 Flex, which is designed to target households on low incomes, but not in receipt of benefits. ECO4 Flex will be voluntary for local authorities, the Scottish and Welsh governments, and obligated suppliers. The eligible pool will be at least 3.5 million homes
      • only energy efficiency band D-G homes eligible for ECO4. For social housing and private rented accommodation, ECO4 will support the least efficient homes in bands E-G only
      • an EFG minimum target, increased to 150,000 private tenure homes, pushing greater delivery to homes needing the most improvements and attracting higher scores
      • a solid wall minimum target of 90,000 solid wall measures over the 4-year scheme
      • a broken boiler and electric storage heating (ESH) replacement cap for efficient heating to 5,000 per year. Inefficient heating systems upgraded with efficient heating will not be subject to a cap. Repairs will be capped at 5,000 homes per year, subject to certain conditions
      • 2 uplifts for innovation, so that improvements can be rewarded and differentiated between relative and substantial improvements against standard counterparts available in the market. Demonstration actions will be removed
      • score uplifts of 35% in off-gas rural areas in Scotland and Wales to incentivise delivery in areas that may be harder to reach

      Energy Company Obligation (ECO)

      ECO is the main scheme for supporting energy efficiency improvements including insulation and some heating improvements in low-income and vulnerable households.

      Under the ECO scheme, energy companies can help customers to make certain home improvements.

      This used to be known as the Affordable Warmth Obligation. But in 2013, it became the Energy Company Obligation (or ECO).

      The version of the scheme that was used up to 1st April is called ECO3. It began in December 2018, and will run until the end of March 2022. It’s aimed at helping the most vulnerable customers, and those living in fuel poverty.

      Under this latest version of the ECO scheme, energy-efficiency measures will be installed in up to 900,000 eligible homes. These measures (such as insulation, and new boilers) make homes cheaper to heat, as well as being more eco-friendly.

      All energy suppliers in the UK with more than 150,000 customers offer ECO funding. 

      The free home insulation grants are funded by UK energy companies and don’t need to be repaid.

      What efficiency measures can be installed under ECO?
      The Energy Company Obligation scheme can be used for a few particular types of home improvement.

      Loft insulation
      Adding some extra padding to your loft is a great way to trap heat inside, keeping your home nice and toasty. By stopping the heat from escaping, you’ll keep your home warmer for longer, while also enjoying lower heating bills.

      You might be able to get loft insulation under the ECO scheme if you’re eligible (see above), and:

      1. Your loft is easily accessible
      2. There are no pest infestations, and no water damage
      3. You currently have loft insulation that’s less than (or equal to) 100mm thick

      Cavity wall insulation
      If you meet the eligibility criteria, you could get cavity wall insulation if:

      • Your home was built before 1983
      • It has 2 storeys or less
      • It doesn’t currently have any cavity wall insulation
